Modi Government’s Principal scientific adviser K VijayRaghavan admitted that everyone had been caught by surprise at the intensity of second wave. He admitted that availability of vaccines, and the continuous decline in cases after the first wave, could have contributed to the failure to anticipate the size of the current wave. He said that states like Uttar Pradesh are still matter of concern.
