Activist Yogendra Yadav has critically assessed the Special Intensive Revision (SIR) of voter rolls in Bihar, characterizing it as a “master manipulative reset” that fundamentally alters voting rights and comparing its potential impact to demonetization. Yadav identified three key changes: shifting the onus of voter registration from the state to the individual, overturning the presumption of citizenship for every elector, and the initial exclusion of Aadhaar as a primary identification document. He alleged that the Election Commission resisted Aadhaar acceptance to facilitate “arbitrary exclusions.” The timing of the SIR, close to the Bihar elections, has generated controversy due to its potential to disenfranchise vulnerable populations, particularly women. Yadav claimed that 10-15% of society’s poorest, especially women, could be affected. Data presented indicated 987 objections filed on foreigner grounds in Bihar, with 215 involving Muslim names, while the BJP, a party vocal about illegal immigration, filed zero such objections. Former Chief Election Commissioner O.P. Rawat emphasized the necessity of transparency within the constitutional body. The discussion also clarified that Aadhaar serves as proof of identity, not citizenship, and addressed the SIR’s potential implications for electoral rolls in Bengal and Assam.
