इसीलिए पूरी रणनीति के तहत पहले पार्लियामेंट में हंगामा हुआ. सदन की कार्यवाही स्थगित करवाई गई, फिर खरगे को बर्थडे विश करने के बहाने कांग्रेस के नेताओं को इक्कठा किया गया और वहां से राहुल गांधी कांग्रेस के नेताओं को लेकर चुपचाप प्रधानमंत्री आवास के बाहर पहुंच गए.
