Russian Foreign Minister Sergey Lavrov and Defence Minister Sergey Shoygu arrived in New Delhi late on Sunday night to participate in the first 2+2 Dialogue at the India-Russia annual summit. Russian President Vladimir Putin will arrive in the afternoon.
