Formulated under the Department of Expenditure, Ministry of Finance, SNA SPARSH —developed under GIFMIS on the PFMS platform — is designed to facilitate ‘Just-in-time’ releases under Centrally Sponsored Schemes by enabling timely fund flow from the Centre and State Consolidated Funds through an integrated network of State IFMIS and RBI’s e-Kuber, thereby ensuring more effective cash management. Its key features include releasing the Union Government’s share based solely on actual expenditure incurred—followed by claims raised against that expenditure—and pre-funding the State’s account with the Union Government’s share before payments are made to end beneficiaries.
