A man in Bilaspur, Chhattisgarh, waited one year for his housing file to be processed. Every time he visited the office, he heard the same line: “File nahi mil rahi hai.”

Frustrated, Tarun Sahu came up with a unique protest. He placed almonds on an officer’s desk and sarcastically suggested they eat them to improve memory and find his missing file.
