The Ministry of External Affairs has clarified that an Indian passport is primarily a travel document and does not conclusively establish citizenship. Under the Passport Act of 1967, passports can be issued to non-citizens in certain circumstances, and the Bombay High Court in 2013 ruled that a passport is not conclusive proof of citizenship. Other widely used documents like Aadhaar, Voter ID, PAN cards, and ration cards also do not independently serve as definitive certificates of citizenship. Indian citizenship is determined by the Citizenship Act of 1955 through birth, descent, or registration, leaving India with no single, universally accepted proof of citizenship.
