A massive grain to ethanol scam has been unearthed in Madhya Pradesh, exposing a loop that exploits the government’s clean fuel initiative. While the Food Corporation of India (FCI) supplied heavily subsidized, high-quality fortified rice at ₹2,320 per quintal directly to ethanol distilleries to boost domestic production, a corrupt nexus involving distillery representatives, truck drivers, and private rice millers diverted the grain entirely. Instead of reaching the ethanol plants, these trucks were stealthily rerouted to private mills, where the rice was repackaged into new bags and illegally resold to the government under the ‘Custom Milling Program’ at the open-market rate of ₹2,800 per quintal.
