The Allahabad High Court has reprimanded Noida District Magistrate Medha Rupam in a manner that is now raising questions about the entire administrative system of Uttar Pradesh. The Court clearly stated that the allegiance of IAS and IPS officers should be to the Constitution, not to the political executive. It further warned that if officers continue to exercise their power in such an arbitrary fashion, Uttar Pradesh could one day transform into an ‘Orwellian dystopia’—a state defined by authoritarian rule.
